Lord\u00a0\u00a0explains that Carlisle officals\u00a0 made a valid effort to assist those who are poor or disabled.\u00a0 According\u00a0to Lord, &#8220;The duties of a [town director] are to provide suitable buildings for the poor and insane and levy taxes&#8230;&#8221;\u00a0 However, Lords explained that &#8220;when a director is unable to provide support for the poor [or disabled] with money in his district, he issues a certificate to such indigent person[s] who\u00a0[are] then admitted to the county poorhouse.&#8221;\u00a0\u00a0&#8220;The poor, the lame, the halt and the blind are thus apparently well provided for.&#8221;<\/p>\n<p>Question:\u00a0Are the\u00a0poor and disabled satisfied with the assistance they are given and has the assistance improved over the years?<\/p>\n<p>S.T.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>In a 1901 sociology paper,&#8221;Leaders in Social,Business, Manufacturing, Religious, Medical, and Political Affairs of Carlisle&#8221; ,\u00a0Joseph P.
