{"id":1932,"date":"2011-12-09T08:58:27","date_gmt":"2011-12-09T08:58:27","guid":{"rendered":"http:\/\/blogs.dickinson.edu\/cop17durban\/?p=1932"},"modified":"2011-12-09T08:59:44","modified_gmt":"2011-12-09T08:59:44","slug":"a-glimmer-of-hope","status":"publish","type":"post","link":"https:\/\/blogs.dickinson.edu\/cop17durban\/2011\/12\/a-glimmer-of-hope\/","title":{"rendered":"A Glimmer of Hope"},"content":{"rendered":"<p><a href=\"http:\/\/blogs.dickinson.edu\/cop17durban\/files\/2011\/12\/road.jpeg\"><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/blogs.dickinson.edu\/cop17durban\/files\/2011\/12\/road-300x240.jpg\" alt=\"\" width=\"300\" height=\"240\" class=\"alignright size-medium wp-image-1943\" srcset=\"https:\/\/blogs.dickinson.edu\/cop17durban\/files\/2011\/12\/road-300x240.jpg 300w, https:\/\/blogs.dickinson.edu\/cop17durban\/files\/2011\/12\/road-1024x819.jpg 1024w, https:\/\/blogs.dickinson.edu\/cop17durban\/files\/2011\/12\/road.jpeg 1280w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a>By: Christine Burns &#8217;14<\/p>\n<p>Talks here at Durban have seemed pretty grim over the past two weeks, but maybe something will come together in the final hour! \u00a0At the beginning of the COP the EU proposed a <a href=\"http:\/\/www.google.com\/hostednews\/ukpress\/article\/ALeqM5hkn8pFBoPszNZ6jUJ8j30V_ijJDQ?docId=N0348461323398961924A\" target=\"_blank\">&#8220;road map&#8221;<\/a> that might be able to pacify countries like the US. \u00a0The road map is a plan to\u00a0incorporate all major economies in a legal agreement by 2015. \u00a0This means that countries like China and India which are major emitters not covered in the Kyoto Protocol would be bound to commit to emissions reductions in some form by 2015. \u00a0In return the EU promises to sign up for the second commitment period of Kyoto.<\/p>\n<p>Over the past few days, this proposal has won support from 120 of the 193 countries party to the\u00a0negotiations. \u00a0Included in the 120 countries are the US, Canada, and Brazil. \u00a0Obviously China and India are not thrilled with this proposal, but the leader of the Chinese delegation, \u00a0<a href=\"http:\/\/www.businessday.co.za\/articles\/Content.aspx?id=160805\" target=\"_blank\">Xie Zhenhua,<\/a> said that China was willing to consider legally binding agreements if KP II was signed and financial aid for low emissions development was provided. This is a huge step forward, because the US has been holding out on Kyoto, because it did not include such large high emitting\u00a0economies\u00a0as China. \u00a0If China is willing to be party to this than the US will have to join. \u00a0The US has expressed its support. \u00a0<a href=\"http:\/\/sofiaecho.com\/2011\/12\/03\/1218156_eu-claims-progress-on-climate-roadmap-at-cop17-in-durban\" target=\"_blank\">Jonathan Pershing<\/a>, the leader of the US delegation spoke on the road map saying,\u00a0&#8220;We&#8217;re not looking for a mechanism in which we would have an obligation to reduce emissions of a legal form and the major emerging economies would have a voluntary program. \u00a0That&#8217;s kind of the Kyoto structure.\u00a0 We are not a party to Kyoto, in no small measure, because of that constraint.&#8221; \u00a0If the road map maintains its current form, the US should sign on. \u00a0The small island states are\u00a0skeptical that the US will follow through. \u00a0Chairman of the Alliance for Small Island States K<a href=\"http:\/\/www.businessday.co.za\/articles\/Content.aspx?id=160805\" target=\"_blank\">arl Hood<\/a> said in response to Stern&#8217;s comment that the US did not want to block negotiations,\u00a0&#8220;Thank you, Mr Stern. Let me see that in a negotiating room. Let me see that in the (negotiating) text.&#8221;<\/p>\n<p>I am not sure how the\u00a0negotiations\u00a0are going to go tonight, but if this road map is agreed upon, I would consider that relative progress. \u00a0Unfortunately, it is yet another agreement where the action agreed upon is to take action at a later date. \u00a0I do not know how many more times parties can reasonably expect to delay action. \u00a0I will say that my\u00a0perception\u00a0of the\u00a0negotiations\u00a0to date has been pretty\u00a0negative, and an agreement that would help resolve some of the areas of disagreement with Kyoto, and provide a definitive date does sound promising. \u00a0I am starting to feel that each year everyone goes in with a set of expectations, and by the end of the two weeks, these expectations have been lowered to the point where any agreement would be considered a success. \u00a0In order for this road map agreement to be considered a success it needs to have concrete goals, and a framework that can quantitatively measure its success.<\/p>\n<p>Works Cited:<\/p>\n<p style=\"text-align: left\">Blain, Sue, Loyiso Langeni, Jocelyn Newmarch, Sara Wild, and Roy downing. &#8220;BusinessDay &#8211; COP-17: Climate Talks See Some Sign of Progress.&#8221;\u00a0<em>Home &#8211; BusinessDay<\/em>.
