{"id":317,"date":"2011-09-05T01:20:45","date_gmt":"2011-09-05T01:20:45","guid":{"rendered":"http:\/\/blogs.dickinson.edu\/cop17durban\/?p=317"},"modified":"2011-10-03T16:04:14","modified_gmt":"2011-10-03T16:04:14","slug":"global-climate-change-an-international-problem","status":"publish","type":"post","link":"https:\/\/blogs.dickinson.edu\/cop17durban\/2011\/09\/global-climate-change-an-international-problem\/","title":{"rendered":"Global climate change: an international problem?"},"content":{"rendered":"<p>As climate research improves, the term \u201cglobal warming\u201d has been scientifically amended to a more general theme of \u201cglobal climate change.\u201d\u00a0 While it was determined that a more logical term is climate change, the word \u201cglobal\u201d has kept through new science, research, and advancements in studies.\u00a0 This phenomenon has been caused by, and will affect humans, as well as the natural world on a global scale; but, how truly international is this issue?\u00a0 And, will the effects of climate change be solved through global action?<\/p>\n<p>At first, these questions may seem relatively easy to answer.\u00a0 It is <em>global <\/em>climate change, after all; however, the states\u2019 role in combating changes in climate is more complex.\u00a0 Harriet Bulkeley\u00a0and Peter Newell suggest that the framework of climate change on an international scale should be examined on a more multi-level approach.\u00a0 Buckley and Newell state, \u201cdifferent levels of decision-making \u2013 local, regional, national, and international \u2013 as well as new spheres and arenas of governance that cut across such boundaries \u2013 are involved in both creating and addressing climate change\u201d (Bulkeley\u00a0and Newell, 2010).\u00a0 This implies that creating a solution for the effects of climate change is more than a global problem.\u00a0 Enforcing multiple networks of governance and problem solving involved with climate change will create more complex and direct solutions.<\/p>\n<p>The involvement of non-state actors is especially vital to the proper governance of climate change.\u00a0 The United Nations Framework Convention on Climate Change \u201cUniting on Climate Change\u201d (2007) suggests that educating and training the public to raise awareness, while increasing public access to information should be among the first fundamental steps toward gaining support in climate change legislation.\u00a0 Increasing public knowledge is the best way to expand involvement of non-state actors.\u00a0 The support of the public, religious groups, businesses, Not-for-profit organizations, etc. all play a vital role in climate change policy.\u00a0 For example, as carbon markets become more significant in the reduction of greenhouse gas emissions, businesses will be essential to the implementation of policies and governance.<\/p>\n<p>Evidence shows that certain areas of the globe will be more affected by global climate change than others.\u00a0 It is also proven that these areas are generally not those most responsible for climate change.\u00a0 While it is still a global issue, the public has some control over how to prevent climate change from worsening over time.\u00a0 Non-state parties acting for authority over greenhouse gas emissions and other climate change policies have the potential to gain access to global and individual nation legislation.<\/p>\n<p>&nbsp;<\/p>\n<p>Bulkeley, H., and P.
