A Dickinson College senior from Stroudsburg, PA, I was sipping champagne with a former US Senator, international business executives, and other &#8220;high level&#8221; leaders in a beautiful <a href=\"http:\/\/www.moltkes.com\/page830.aspx\">Danish palace<\/a>. Bill Clinton even made a special satellite \u00a0appearance.\u00a0I hardly knew anyone, but found that engaging in conversations with these intimidating strangers was relatively easy. We all had one common bond&#8212;- our concern for our climate.\u00a0 Though the reception was fabulous and luxurious,\u00a0 I just realized that I am most thankful for the opportunity I had to speak with <a href=\"http:\/\/www.law.columbia.edu\/centers\/climatechange\/AboutCCCL\/director\">Professor Michael Gerrard<\/a>, from Columbia University&#8217;s School of Law.<a href=\"http:\/\/en.wikipedia.org\/wiki\/Rajendra_K._Pachauri\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-full wp-image-1506\" src=\"https:\/\/blogs.dickinson.edu\/copenhagen\/files\/2009\/12\/225px-Ragendra_Pachauri3.jpg\" alt=\"225px-Ragendra_Pachauri\" width=\"146\" height=\"161\" \/><\/a><\/p>\n<p>A bit of context information is important to understand why I place such value on\u00a0last\u00a0evening&#8217;s\u00a0encounter with Professor Gerrard. This morning, the Dickinson delegation had the good fortune to eat breakfast with <a href=\"http:\/\/en.wikipedia.org\/wiki\/Rajendra_K._Pachauri\">Dr. Rajendra Pachauri<\/a>, the Chair of the Intergovernmental Panel on Climate Change <a href=\"http:\/\/en.wikipedia.org\/wiki\/Intergovernmental_Panel_on_Climate_Change\">(IPCC). <\/a>Though I was not fully caffeinated, I managed to ask Dr. Pachauri one coherent question that has been on my mind since I arrived at Cop-15:<\/p>\n<blockquote><p><em>&#8220;Many American citizens are dissapointed with the Obama Administration&#8217;s weak stance on global climate change policy. In the several years since we failed to ratify Kyoto, there has been a political &#8216;voter revolution&#8217;\u00a0which allowed us to elect President Obama.\u00a0By electing Obama, we thought we were electing a progressive president who would\u00a0have progressive climate policies. Instead,\u00a0we are still holding the rest of the world back (in a way). What should we do now?&#8221;<\/em><\/p><\/blockquote>\n<p>Dr. Pauchari quickly answered that Americans place too much emphasis on the capabilities of Congress, and not enough on President Obama&#8217;s executive authority. He mentioned that he thought President Obama had the ability to execute his own power to engage the US in global climate treaties, rather than waiting for approval from Congress. Doing this would have two effects: 1) it would send a clear message to Congress that they need to get on board and 2) it would send a clear message to the world community that the US is on board with negotiations. This was the first time I even heard this suggestion that we \u00a0take the emphasis off legislative power and place more power in the hands of the executive. Instantly I \u00a0felt like the whole paradigm through which I viewed this political issue shifted.<a href=\"http:\/\/images.google.com\/imgres?imgurl=http:\/\/upload.wikimedia.org\/wikipedia\/commons\/9\/9d\/Barack_Obama.jpg&amp;imgrefurl=http:\/\/www.washingtoncitypaper.com\/blogs\/citydesk\/2008\/08\/&amp;usg=__1p_aWXFWlCHUBAYlPOfSZvKNzqg=&amp;h=600&amp;w=444&amp;sz=148&amp;hl=en&amp;start=2&amp;sig2=E-tTRpMguJxK--Kog4-f-g&amp;um=1&amp;tbnid=zyI5D9lY6P3GiM:&amp;tbnh=135&amp;tbnw=100&amp;prev=\/images%3Fq%3Dobama%26hl%3Den%26um%3D1&amp;ei=zr0oS536DYHf-QbtptShDQ\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-full wp-image-1502\" src=\"https:\/\/blogs.dickinson.edu\/copenhagen\/files\/2009\/12\/Barack_Obama3.jpg\" alt=\"Barack_Obama\" width=\"122\" height=\"147\" \/><\/a><\/p>\n<p>Today I started Googling to find out more. Was Dr. Pauchari the only leader who suggests such a paradigm and policy shift of focus for US policy? I quickly realized, he was not. In fact, Professor Gerrard, my new acquaintance from Columbia, is a <a href=\"http:\/\/solveclimate.com\/blog\/20091207\/obamas-treaty-making-powers-broader-recognized\">leading scholar<\/a>\u00a0on this exact issue. Apparently Professor Gerrard has just published a working paper which, according to blogger <a href=\"http:\/\/solveclimate.com\/blog\/david-sassoon\">David Sassoon<\/a>, studies the:<\/p>\n<blockquote><p><em>&#8220;legal basis of the president\u2019s independent power to enter into internationally binding commitments related to climate change, and it finds that the president has broader powers than commonly recognized. It also identifies an intriguing possibility backed by historical and legal precedent.&#8221;<\/em><\/p><\/blockquote>\n<p>I need to read Professor Gerrard&#8217;s working paper before I draw any conclusions, but putting all of these connections together, and hearing new viewpoints\u00a0gives me a little more hope for the state of US climate change policy.<\/p>\n<p><strong>Yes we can.<\/strong> <a href=\"http:\/\/images.google.com\/imgres?imgurl=http:\/\/upload.wikimedia.org\/wikipedia\/commons\/9\/9d\/Barack_Obama.jpg&amp;imgrefurl=http:\/\/www.washingtoncitypaper.com\/blogs\/citydesk\/2008\/08\/&amp;usg=__1p_aWXFWlCHUBAYlPOfSZvKNzqg=&amp;h=600&amp;w=444&amp;sz=148&amp;hl=en&amp;start=2&amp;sig2=E-tTRpMguJxK--Kog4-f-g&amp;um=1&amp;tbnid=zyI5D9lY6P3GiM:&amp;tbnh=135&amp;tbnw=100&amp;prev=\/images%3Fq%3Dobama%26hl%3Den%26um%3D1&amp;ei=zr0oS536DYHf-QbtptShDQ\"><\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>\u00a0 Last night I was fortunate enough to attend a cocktail reception hosted by the United Nations Foundation and Deutsche Bank.
