New England Governors and the Eastern Canadian Premiers

The New England Governors and the Eastern Canadian Premiers (NEG-ECP) (Bulkely 59) has been holding annual conferences encouraging cooperation in reducing greenhouse gases since 1997, with the exception of four skipped years. (New England Govenors…Annual Conference) In 2000, the group created an action plan, the New England Governors and the Eastern Canadian Premiers Action Plan, to reduce greenhouse gas emissions at least 10% below 1990 levels by 2020, and a 75-85% reduction of 2001 levels as a long term goal; the Action Plan was enforced on August 28, 2001. (New England Governors…Action Plan) The group involves the interests of six New England states (Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, and Vermont) and five provinces from Canada (New Brunswick, Newfoundland and Labrador, Nova Scotia, Prince Edward Island, and Quebec). (New England Govenors…Annual Conference) The conferences are held in place regarding five major themes; “developing networks and relationships, taking collective action, engaging in regional projects and endorsing projects by others, undertaking research, increasing public awareness and shared interests” (New England Govenors…Annual Conference).

The NEG-ECP adopted the Climate Change Action Plan in 2001, the Mercury Action Plan in 1998, the Acid Rain Action Plan in 1998, and the Transportation Air Quality Action Plan in 2008 and through implementation of these plans, it has achieved reductions in greenhouse gas emissions. They also have implemented two regional agreements; the Mystic Covenant, a pledge to strengthen and promote trade relations, and the International Emergency Management Assistance Memorandum of Understanding. Alongside all of these accomplishments, NEG-ECP also has sponsored international forums on energy and the environment, published energy inventories, established agreements for international assistance in Emergency Management and Preparedness, and examined issues associated with changing demographics and its effect on the economy. The states and provinces of this network are truly affective in reaching its goals and objectives as clearly stated above. “The NEG/ECP Conference has successfully undertaken initiatives in the areas of trade, energy, economic development, environment, oceans, forestry, agriculture, fisheries, transportation, information technology and tourism” (New England Governors…Action Plan).

Today is the day: An optimistic approach.

Is it just me or does Morgan Freeman’s distinctive voice make anything sound possible? Freeman does just this through his narration of the short film What’s Possible, which was presented to the 2014 UN Climate Summit in New York a few weeks ago. This short film expresses global concerns through magnificent images in under 4 minutes. Morgan Freeman points out we already have all the technology we need in order to solve climate change. Now we must get our world leaders together to take action. This short film shows we have already done half of the work through developing groundbreaking technologies fostering sustainability, now we must have a cooperative approach towards governance.

Having a pessimistic view on climate change is the world’s demise. The people who think it is too late to act on climate change must realize everything we need is right here with us. We must be optimistic in order to change towards more sustainable ways. We have the capability to destroy this planet (which we are) but we have an even greater capability to save it. It is up to us to take action, this is our problem!

James Balog’s Chasing Ice: Multidisciplinary Work Sparks Action

James Balog’s documentation of melting and changing ice due to climate change are breathtaking. Through his art, he is able to capture a phenomena that feels like it should take decades, to occur in as little as thirty seconds, but so what? The “what” is that besides making new observations evidencing Climate Change, Balog’s work becomes relevant to the “everyday” person, bringing the issue of climate change to the hearts of more than just concerned scientists, a few national governments, and environmental grassroots groups. Additionally, Balog’s Extreme Ice Project has become a tool for legislation as providing solid evidence of the climate changing rapid; these pictures prove that the climate is changing now. Balog’s Chasing Ice exemplifies a multi-sector approach, combining private art through photography, public concern, grassroots action, and influence on governmental legislation, into a big ball of momentum ready to act. Just looking at Dickinson, more than your average Environmental Studies and Science majors were encouraged to watch the film and attend his lecture/performance. Even my friend, an art history major, came to the lecture/performance for her contemporary art class.

More importantly, not only does Balog’s work reach everyone, it resonates with them. Talking about Balog’s work at dinner the night before the lecture, my friend began relaying facts to me from Chasing Ice about the urgency of global climate change. As an International Studies major focusing on sustainability, I thought I would’ve been the one telling her facts regarding Climate Change but Balog’s work makes the issue resonate with everyone, no matter one’s walk of life. Balog’s multi-disciplinary work has had great success in sparking more concern in the world’s citizens and reminds me of the growing call for a multi-level multi-sector approach to climate governance. The bottom line: if anything is to be done about climate change, everyone, no matter their interests, must be on board and Balog’s work brings us one step closer. 

On James Balog’s Rose-Walters Lecture

On the night of September 23rd, famed nature photographer and documentarian James Balog gave the lecture for this year’s Rose-Walters Prize for Global Environmental Activism to a packed auditorium in ATS. However, only the first segment of his presentation was truly a lecture by definition; the second segment was spoken word over a slideshow of his stunning photography stills, an interesting twist and medium for presenting his message of empowerment and determination in the face of a changing climate and a changing world. But, before that, he ran through a presentation (truncated from his normal spiel) that explained what his project, the Extreme Ice Survey, did and is still doing, and showing the fruits of their labor: time-lapse videos of extreme glacial retreat over less than a decade in time, a severe rate of deflation and diminishment in the extremely long geologic time series. It was stunning to see something that had been born, created, crafted and polished over millions of years disappear so quickly during my lifetime and due to human activity. Such a stark visualization of climate change is rare in normal day-to-day life, and yet is extremely important for everyone on this earth to experience and embody.

Balog’s photography shows the death of a living, breathing thing. The second part of his presentation encapsulated and revolved around this fact; the free verse poem, written by Balog himself, captured the beauty and life of the glaciers he studied and personified them to an extent that I thought was unique and extremely powerful and moving. It made the run-of-the-mill statistics like “the glaciers in Greenland have receded X miles in X years” that get thrown around in the news and in classes that focus on climate change seem much more personal and powerful; I could visualize the damage, and it made it seem like humanity, as a whole, was the big bully on the playground and was causing deeply-seeded distress and suffering in another living thing. There was no other option for me than to leave the lecture that night, and James’s residency as a whole, asking myself, “what more can I do?”

The Carbon Disclosure Project: One Carbon Atom Closer to Change

The term climate accounts for the prevailing trends in weather for a given area overtime. Accordingly, how does this projection suddenly become “global”? It is disseminated at the very nature of it all – greenhouse gases (GHG) are not held liable under any physical boundaries. Consequently, all emissions are subject to one atmosphere and repercussions are therefore global in that respect. Ranging from small local movements to large international agreements, efficiently and effectively addressing global climate change entails action on all levels. Through the work of cooperative transnational networks there is an active movement towards widespread involvement. With specific attention to the second most abundant GHG in the atmosphere, carbon dioxide (CO2), the transnational organization of the Carbon Disclosure Project (CDP) is an international, non-profit body that provides the “…only system for companies and cities to measure, disclose, manage, and share vital environmental information” (CDP, 2014). CDP effectively advances its objectives with respect to governing climate change by providing a public platform for global emissions information sharing which directly drives market forces to sustainable economies.

Historically, international agreements requesting a reduction in national GHG emissions (i.e. Kyoto Protocol) have gained minimal widespread momentum. The Carbon Disclosure Project’s success may be due to the fact that it works in such a way that creates a market force pressure on firms and businesses to invest in renewable rather than carbon intensive fuel in order to reduce emissions. As per its public platform on emissions, “The CDP now covers US $57 trillion worth of assists from over 3,000 companies. The scope of private regulation is, therefore, impressive and reaches key actors not subject to other forms of governance” (Bulkeley, p. 99). It is clear that the CDP is actively working towards a long-term sustainable global economy by providing widespread evidence and management of environmental impact.

Though frequently seen as separate within international negotiations, climate change and business are fused together and “The CDP provides a secretariat for the world’s largest institutional investor collaboration on the business implications of climate change” (Bulkeley, p. 99). CDP’s approach to climate change is directly linked to a transformation in the global economic system. As opposed to the convectional separation of business from the realm of climate change, CDP provides a platform for cities and companies to evaluate their respective emissions and make progress into a more energy efficient agenda which would not only benefit their company but also the welfare of the planet and its inhabitants. The CDP’s main goals are listed below (CDP, 2014):

  • Request information n greenhouse gas emissions, energy use and the risks and opportunities from climate change from thousands of the world’s largest companies. Through measurement and transparency companies are better placed to manage and protect themselves from climate change risk.
  • Use the power of the shareholder to drive greenhouse gas emissions reduction. We coordinate a request from a group of investors asking the world’s largest companies in high emitting sectors to implement cost-effective emissions reductions. This expands on our climate change disclosure request to accelerate greater action by companies around the world.
  • Provide companies with carbon management support services. We have developed a services package that helps companies take a rigorous approach to carbon management, benchmark business performance, and learn best practices.

Nearly eleven years from the first carbon data request to corporations, the Carbon Disclosure Project continues to inform large corporations and stakeholders about emissions. Continued expansion within new sectors such as forestry and water rights drive CDP towards the creation of a sustainable future.

The WBCSD: Private Solutions to a Global Problem

Sustainable Business

There is not a colloquial “silver-bullet” solution that can immediately stem the impending effects of climate change; similarly, there is not a single layer on which the governance of climate change occurs.  The work to mitigate and adapt to climate change and global warming does not rest only with sovereign national governments and international institutions like the United Nations Framework for Climate Change (UNFCCC), but it also occurs across sectors and borders.  Private transnational networks are an effective avenue for executing action in the manner that businesses across the world function on both a day-to-day and strategic basis.  One stellar case study of such an effective network is the World Business Council for Sustainable Development (WBCSD), an international association of businesses such as General Motors, DuPont, Deutsche Bank, Coca-Cola, Sony, BP, and Shell, among others.  The Council has been at the forefront of the private sector on private greenhouse gas accounting and reporting, and initiated the discussion on the role businesses across the world can play in a future, low-carbon, sustainable economy and society.

The mission of the WBCSD is to “provide business leadership as a catalyst for change toward sustainable development, and to support the business license to operate, innovate and grow in a world increasingly shaped by sustainable development issues.”[1]  This has placed the Council as a leading figure throughout the private sector for sustainable business practices in the shadow of what the global economy may look like in the future.  The WBCSD aims to “be a leading business advocate on sustainable development, participate in policy development to create the right framework conditions for business to make an effective contribution to sustainable human progress, develop and promote the business case for sustainable development, demonstrate the business contribution to sustainable development solutions and share leading-edge practices among members, and contribute to a sustainable future for developing nations and nations in transition…[in the focus areas of] energy and climate, development, the business role, and ecosystems.”[2]  Thus, these objectives position the Council in both the information-sharing and regulation categories outlined by Bulkeley and Newell,[3] because there is a sharing and pooling of best practices and knowledge among the member companies through reports and publications, and those companies commit themselves, as members, to conduct business sustainably and within the objectives and mission of the Council.

The foundational belief that rests underneath the WBCSD’s work is that “stable and sustainable societies cannot and must not tolerate poverty among their citizens and…businesses, economies, governments, and societies must work together to ensure open and fair access to all markets and opportunities.”[4]  This is what motivates these companies to become members and to follow through on their commitments; there is a universal recognition among the companies involved that cooperation, coordination, and consideration are in the best interests of all, especially themselves, because these companies would not be able to exist in a society that is failing and crumbling due to a more volatile climate.  And this initiative has “helped create a paradigm shift in the way in which business does business”[5]  away from purely self-interested, short-sighted parameters that focus solely on dollars and cents and towards a more holistic framing of business’s role in the climate debate.  The discussion amidst the private sector has been elevated, the knowledge base has grown exponentially and has become more fluid among nations and companies, and sector-wide standards are installed and being followed because of the work that the WBCSD has done and is continuing to do around the world, and the association serves as a sterling example of a driven and effective transnational network.

No Borders for the CCP

Cities are some of the most populated areas around the world, which make them a practical starting point for raising awareness and initiating action towards reducing greenhouse gas emissions. Cities are an important area of concentration for production and consumption, therefore a number of environmental issues arise in cities around the world. The Cities for Climate Protection is a transnational network, which concentrates on reducing greenhouse gas emissions in urban spaces. “The ICLEI’s Cities for Climate Protection program originated as both climate change and sustainability began to become significant issues for local authorities.”[1]This network effectively advances its objectives with respect to governing climate change by promoting renewable energy and clean development in cities worldwide. The actions performed by the Cities for Climate Protection emphasize how critical local governments are in the response to global climate change.

Participation in the Cities for Climate Protection is different than other transnational networks, in which the CCP is not an exclusive organization and they “seek to recruit as many members as possible.”[2] Once a program member, the CCP network is committed to assisting in the reduction of local emissions through, “a series of five milestones of progress, involving conducting an emissions inventory, setting an emissions reduction target, formulating an action plan, implementing policies, and monitoring progress.”[3] The ICLEI’s offers assistance for cities to pursue these five milestones. The Cities for Climate Protection program, as a transnational governance network, is both beneficial at local and international levels. Cities that are members of the program have access to financial resources, interact in a support network compromised of international cities, and have the ability to voice their environmental concerns. The CCP Australia, for example, has access to national funding specifically set aside for the program. Success has been seen through the CCP Australia resulting in, “saving 4.7 million tonnes of carbon dioxide equivalent in 2007/8 and a total of 18 million tonnes since the program started.”[4]

The campaign of the CCP focuses on a collective effort made by cities, which creates a more effective route rather than having cities competing with each other. The CCP encourages membership by focusing on appealing strategies such as cost reductions. The U.S. city of Denver, Colorado has its own success with the CCP, “Denver’s municipal government invested $1.6 million into installing light-emitting diodes into all red traffic lights and ‘don’t walk’ signs across the city. The LEDs, having longer life spans and lower energy requirements, led to a $5million savings in energy use and maintenance for the city.”[5]The success of the CCP shows that tackling the issues of global climate change can be extremely productive even at a local level.

Growth of the CCP has also led to a global effort against climate change. “Today the CCP has 674 members responsible for 15 percent of greenhouse gas emissions.”[6] Teamwork seems to be a recurring theme in governance for global climate change. The CCP and other transnational networks can collectively contribute to mitigation of global climate change. The ICLEI has set up a network compromised of strong, diverse local organizations, which together will improve communities around the world and work together against the larger threat of climate change.

James Balog Presents Ice: COOLER than expected

One of my initial reactions to watching James Balog’s Chasing Ice was that I didn’t know ice could be photographed in such a magical way. My second reaction was holy $#!% this is really happening at such an astonishing rate. This documentary is different than other climate change related films I have seen. Many climate change documentaries are very scientific and factual which doesn’t address the “average” moviegoer. Balog’s documentary is very relatable to the average student, citizen, grandmother, whoever. His film is attractive in the way that it captures incredible visuals in a time lapse of what is happening at this very moment. People tend to only believe what they can see and James Balog is able to express climate change occurring in real time through photographs of melting glaciers.

When Balog met with our class on Tuesday September 23 I felt star struck after such an intimate classroom conversation covering topics about his personal interests, family references, and what he thinks we can contribute to climate change. Later that day, I was in the library and I found myself distracted looking at his photographs on display in our library. Still in awe about how magnificent and lifelike these glaciers were portrayed by James Balog. I definitely have a different perspective about natural landscapes, like glaciers, that are disappearing from out planet, faster than we think.

James Balog successfully used his interest in photography and his passion for a cause, climate change, to spread awareness and activism. I think this is a really important message that shows no matter your background, scientist, politician, activist, or student, we can all contribute in some way to the global issue of climate change. james-balog-web

A Week of James Balog

Sunday: I spent the evening snuggled up in bed watching James Balog’s documentary Chasing Ice  on Netflix. Before watching, my expectation for the documentary was that it was going to be one of those “facts-down-your-throat” documentaries, but I was pleasantly surprised. First of all, the film was highly artistic due to the stunning way the film captured ice.  Equally as gripping was the storyline behind the Extreme Ice Project in which Balog deals with camera issues, family pressures, knee surgeries and life-risking ice photos. The photos powerfully depict the story of the individual glaciers demise and the diagrams interjected into the film highlight why these melted glaciers indicate climate change. These photos that Balog (at times) risked his life to photograph are effective mechanisms of documenting climate change.

Monday: James Balog came to my Introduction to Soil’s class where my five classmates and I were able to openly ask him questions.  The class began with my professor, Ben Edwards, a volcanologist, presenting his current research to Baloag. He is researching the interactions between lava and ice which he demonstrated in his youtube video of lava being poured on ice. We then continued to bombard Balog with questions, ranging from: What school did you go to? – Why did you decide to be a photographer? – What job advice can you give us? I wanted to ask him a question of my own so I asked him if he ever took photos of indigenous groups and the changes to their society. He said he focused on glaciers and the people affected by glaciers were outside his realm of expertise. Although, lava and ice don’t exactly fall under the soil class’s syllabus, it was really interesting to spend the class talking with Balog.

Tuesday: This time Balog came to a more appropriate class, our sustainability mosaic course. Interestingly enough the questions and conversation were very different from the previous day. Although there were questions about his personal life, the conversation was directed towards climate change and his film.  One overall message that I will remember was when Balog said something along the lines of: he cannot tell us what to do about climate change, but he can encourage each of us to find a voice and way of expressing our concerns. After a group photo and a selfie, we waved Balog good-bye with a lingering awe.

At 7pm, we attended his two- hour lecture that was focused on science and art components. I found the science part highly interesting for he presented interesting figures and evidence concerning climate change. In the art section of the lecture, he used poetry, music and photos he created a voice regarding climate change’s effect on glaciers that had never been done before.

 

Wednesday – Friday : After his presence at Dickinson College, there was a mull of student discussion about his unique talk and breath-taking documentary.  Whenever I was in the Library, I would get captivated by his glacier photo display and I would convince anyone who would listen to watch Chasing Ice. I was impacted by the multiple meetings with James Balog throughout the week and I was really glad that Dickinson was able to create this opportunity.

The Dollars and Cents of Inaction

Earlier in September, a report was released outlining the United States’ economic risks and vulnerabilities stemming from climate change.  The report was funded and motivated by the Risky Business Project, a group of influential and monetary heavy-hitters in the US, including former New York City major Michael R. Bloomberg, former Secretary of the Treasury Hank Paulson, and Tom Steyer, the former Senior Managing Member of Farallon Capital Management, LLC.  The stated focuses of the report include damage to coastal property and infrastructure from rising sea levels and increased storm surge, climate-driven changes in agricultural production and energy demand, and the impact of higher temperatures on labor productivity and public health.  It provides a thorough, in-depth analysis of US climate risk and the unique possible impacts for each region (Northeast, Southeast, Midwest, Great Plains, Northwest, Southwest, Alaska, and Hawaii) and argues for policy solutions aimed at adaptations in the business, investing, and public sectors specifically.

Although not certain, the economic impacts the United States is vulnerable to from climate change are grave; billions of dollars and the underlying structures and assurances of our economic system are in peril.  The costs of inaction (and thereby the costs of action at a future time) are exponentially higher than the costs of action today, and the possible benefits and stability of our economic way of life can still be preserved.  President Obama understands this, as he outlined the work his administration has done thus far to colloquially “shore up the defenses” and adapt to these risk in a speech to the United Nations Climate Summit this past week.  The President also understands that it is in the nation’s best interests to work towards decisive action on an international scale because of the global scope of the climate dilemma, and urged other nations’ leaders convened at the Summit to do what they can within their own borders to ensure that damage across all borders and all economies is minimized.
