Foreign Entities

In his article, Nicholas II said that there was, “a great struggle against a foreign enemy who has been endeavouring for three years to enslave our country.” But what foreign enemy was he talking about? What foreign enemies could he possible have seen meddling in Russian affairs? My theory is that by using the word “foreign”, he was referring to the new alien presences that sought to influence Russia from the inside. This could easily include any of the political parties that were rising up (and being suppressed) within Russia at the time.

Abdication and The Provisional Government

By 1917, the Russian war effort was categorized as a disaster.  Food shortages, terrible army living conditions, and trouble at home away from the front left the people of Russia desperately searching for a scapegoat.  The citizens found the perfect scapegoat in their Tsar Nikolai II. Once the Russian army began to crumble under German forces, Tsar Nikolai II was named commander in chief of the army, and began The Great Retreat. As Russian morale dissipated, Tsar Nikolai II stepped down and named his brother, Grand Duke Mikhail, the new Tsar.  In the article, “The Abdication of Nikolai II”, the explanation of his abdication was filled with glorified speech about their powerful nation and it’s heroic victory. The people of Russia were told it was time to “abdicate the Crown of the Russian state and lay down the Supreme Power.”  Unfortunately rather than take on a new form of government, a second Tsar, the brother of the former, was placed in power. With an “elected” legislative body, the Duma, at his side, there was an appearance of representation of the people. The Abdication was a call upon the nation to govern themselves through the representatives in the Duma. The people of Russia did not have as much of a say in the operations of their country as they believed.  The Tsar himself selected the representatives. The Duma was given a set of eight principles to follow, ranging from amnesty to military rights.  The closing sentence of “The First Provisional Government” is a strange ending to a declaration of trust, “[The Duma] has no intention whatsoever of taking advantage of the military situation to delay in any way the carrying through of the reforms and the measures outlined above.”  While the Duma declares it has no intention of halting the measures to replace the Tsar, it is clear that they are willing and able to use the military for whatever is necessary.  While setting up the Duma and filling it with representatives gave the people of Russia a sense of control, the elected body was a facade for the Tsar to hide behind.  By selecting a preferred cabinet, did the Tsar take away power from the population?

Moving away from Absolutism

France endured centuries of Absolute Monarchs that spent much of their kingdom’s wealth on lavish buildings, monuments, and other signs of status, while the common people, known as the third estate, remained poor, hungry and devoid of power.  Though the third estate lacked power through the traditional estate system, as the clergy and nobility could overrule their political ambitions, it consisted of 96% of the French population.  Because it held the overwhelming majority of the population, members of the third estate believed that they should hold more power over France’s decisions.  Thus power was subsequently moved away from absolute rulers, nobility, and clergy and towards the third estate.

One of the most profound demonstrations of this shift was the change from the state following Catholicism to supporting more general Deist practices.  Revolutionaries saw the clergy as a corrupt entity created to justify a Monarch as well as being a way to neutralize the common man’s power in the estate system.  Therefore, revolutionaries aimed to reduce its power by shifting France’s religion to Deism.  This meant that the clergy and nobility would have less power over the third estate.  Likewise, it meant that the third estate now had control over their own religious preferences and would not have to pay to the church.

Another shift away from the past Absolutist ways of France was the general condemnation of royalty.  Children were prohibited from receiving names of past kings such as Louis, Francis, or Henry.  Kings and queens where removed from games such as chess and cards.  The general attitude of disapproval of royalty was promoted by members of the third estate as they realized their power as their society’s majority.

France underwent a shift away from absolutism towards democracy.  Much of the government supported by the revolutionaries had roots to the Greek concepts of equality and free thought.  These ideas mixed with the third estate’s desire to have political input and led France in its modernization and ultimately its rejection of Absolutist practices.

A Liberal Art Education

Walk into any Starbucks across the country, and you will encounter a highly educated college graduate whose degree in interpretative dance, Zulu, or what-have-you seems to translate into immediate hiring at any coffee shop, effective immediately after graduation. Unfortunately for millions of college students, a bachelors degree no longer guarantees a high paying position. Instead, highly intelligent graduates are stuck working multiple jobs as baristas and busboys in a never-ending race to pay back insurmountable student loans. It is not enough to simply graduate with a degree; instead, students need to be able to think, to question, to innovate, and do so better and more uniquely than any of their similarly educated peers. In other words, an impossible task. A critic of the current higher education system, William Deresiewicz, laments recent graduates’ inability to connect with the common man, and failure to gain a comprehensive understanding of the world. He claims students know “more and more about less and less,” decreasing their employability. ((Deresiewicz, William in “Habits of Mind: Why college students who do serious historical research become independent, analytical thinkers.” The American Scholar Winter 2015.)) However, the authors of “Habits of Mind,” Anthony Grafton and James Grossman, suggest students should be highly specialized, in order to switch from a “passive observer” to a “creator” and to become an independent, self-reliant thinker ((Grafton, Anthony and James Grossman. “Habits of Mind: Why college students who do serious historical research become independent, analytical thinkers.” The American Scholar Winter 2015.)). But liberal arts schools combine both views. Students are well-rounded and well-informed, while still specializing in an area that teaches them the skills that Grafton and Grossman revere; they possess the ability to hold conversations with plumbers and with highly educated colleagues in multiple languages. Grafton and Grossman seem to suggest that it is impossible to be both synoptic and analytic; however, every student that walks down the steps of Old West provide evidence to the contrary.

The Crumbling of Fascism

Clark’s article “Fascist diplomacy and Fascist war” delineates the weakening and ultimate collapse of the fascist state during the Second World War.  The place of South Tyrol in this argument emphasized the divisions inside Italy that limited the unification of the country.  South Tyrol held a german-speaking population which influenced Italy in favor of the League of Nations. ((Martin Clark, “Fascist Diplomacy and Fascist War,” in Clark, Modern Italy, 1871-1995, London: Longman, 1996, 281))  The region became an issue with the rise of the Reich.  Although Hitler never included the population of South Tyrol in his plans for the Aryan race, the region nonetheless strongly favored repatriation when it was offered by Mussolini. ((Clark, “Fascist Diplomacy and Fascist War,” 283.))

The region became an issue again near the end of World War II.  South Tyrol came under Nazi leadership effectively shutting the region out of the Italian economy. ((Clark, “Fascist Diplomacy and Fascist War,” 292.))  The region lived under German rule and allowed the German’s to establish a colony in Italy.   In effect, the population of South Tyrol enjoyed all the benefits of staying in Italy while living under a different government. ((Martin Clark, “Fascist Diplomacy and Fascist War,” 292))  South Tyrol reflected the difficulties in Sicily during this period.  From both the North and South Fascist Italy lost support.  Once again Mussolini polarized the regional differences of Italy by forcing government officials to cease living in Sicily; their birthplace. ((Martin Clark, “Fascist Diplomacy and Fascist War,” 290.))  Mussolini’s actions deepened regional and cultural divisions between the northern and southern regions of Italy.

When compared to the other colonial of territories South Tyrol depicts a bleak picture of the Fascist government’s ability to maintain territory.  What does it say about Fascism that part of Italy could so easily slip into German hands?  Moreover, with the majority of the region’s population choosing to be governed by a foreign country, how does this affect the efforts to unify Italy?  Although Sicily did not experience similar governmental shift, it did move away from supporting Fascism.  How much of an effect did the pre-existing prejudices have in the polarization of Italy?

Mussolini’s Failed Foreign Policy

Mussolini the Duce was over-confident in his abilities as the Fascist leader of Italy. By aligning with Germany, Mussolini greatly over-estimated both the role of Italy in the European power play and in his foreign policy negotiating ability. In his article “Fascist Diplomacy and Fascist War”, Clark asserts that Mussolini was “no diplomat, and seemed incapable of taking a long-term view.” (( Clark, Martin. “Chapter 14 – Fascist Diplomacy and Fascist War.” In Modern Italy 1871-1995, 280-300. 2nd ed. London and New York: Longman, 1996. (p. 280) )) Especially in comparison with Hitler and Stalin, who both were willing to sacrifice short-term public opinion for calculated long-term state-building, Mussolini and his sought after Roman revival come across as the weakest of the European powers in both the diplomatic and militaristic aspect of foreign policy.

Clark explains how Mussolini lost both the British and French as allies after competing with them over East African colonial territories. (( Clark, Fascist Diplomacy, p. 282 )) However, attempting to create a Rome-Berlin axis and seeking an ally out of Hitler proved to be his ultimate downfall. The Duce naively believed he could control Hitler and negotiate with him. When he successfully prevented Hitler’s initial invasion of Czechslovakia 1938, he blindly believed he had “single-handily avoided a world war”. (( Clark, Fascist Diplomacy, p. 283)) However, Hitler invaded Czechslovakia in 1939 despite Mussolini’s wishes. Hitler was no ally to Mussolini in the war at all.  Hitler’s interests were German interests and German interests alone. Mussolini did not realize the extent of Hitler’s nationalist and expansionist self-concerned goals until he invaded Poland and after that Denmark and Norway. ((Clark, Fascist Diplomacy, p. 284))  When world war finally did break out, Mussolini believed it would be a short-lived. The other dominating European powers were much more advanced than Italy in politics and military might, but Mussolini’s Fascist aims would not allow him to remain neutral. “His whole past, his whole propaganda, his whole regime had glorified war. Now there was one, and he had to join in.” (( Clark, Fascist Diplomacy, p. 285)) Therefore, in a further attempt to revive Roman greatness and power, Mussolini refused to sit idly by. He wanted to be remembered as a competitor and sought after power in anyway possible.

It was all in vain because the Italy army lacked morale, equipment, rations, transportation, and most other necessary supplies. This left Italy in a position of desperate dependence, forced to rely on ally Germany, who did not have much to spare because the German war effort was clearly the priority on the Eastern Front. The unsuccessful Italian war effort created an extremely unfavorable view of the Fascist party and Mussolini in his native Italy. Clark summarizes, “The party not only failed to boost morale, but positively lowered it. … Thus the party disintegrated from within.” ((Clark, Fascist Diplomacy, p. 292)) War for wars sake was not the answer for Mussolini. Do you believe the Fascist party would have retained a more favorable view domestically if Mussolini had not taken a side-line position in WWII and did not attempt to join alliances with Germany in the war?

Habitual Violence

In the article “States of Exception”, the authors Mark Edele and Michael Geyer examine the extraordinary and unique violence that occurred on the Eastern front, the conflict between the Soviet Union and Nazi Germany. The authors assert that the relationship between the two states produced the violence, and it’s escalation. They argue that “the devastating nature of this war, [they] suggest, is the consequence of the inimical interrelationship of Nazi Germany and the Soviet Union” ((Edele, Mark, and Michael Geyer. “States of Exception.” In Beyond Totalitarianism: Stalinism and Nazism Compared, edited by Michael Geyer and Shelia Fitzpatrick, 345-395. New York: Cambridge University Press, 2009)). No one event, action, or side assumes complete responsibility for the barbarism that defined the Eastern front.

The authors highlight numerous historical events, trends, and statements that reinforce the cyclical nature of the escalation. The authors identify that the escalation grew from the bottom up ((Edele and Geyer, “States of Exception,” 358)). Additionally, the authors write that this escalation of violence resulted in and corresponded with the extermination/persecution of various religious, ethnic, and social groups within both Nazi Germany and the Soviet Union. This specific movement of growth developed out of Nazi Germany’s deliberate loosening of its control over the actions of lower leaders ((Edele and Geyer, “States of Exception,” 351)). This notion seems to support the structuralist view of Hitler’s role in regards to the Holocaust and also the overall decentralized structure of the Nazi state as outlined in Nicholas Stargardt’s article, “The Holocaust” and Ian Kershaw’s article, “Hitler and the Holocaust.” However, the state’s role in inducing a bottom up escalation of the violence seemingly contradicts the very nature of a free and self perpetuating violence. Furthermore, the entire notion of reciprocity, that the violence of the Soviet Union encouraged the escalation of violence by Nazi Germany and visa versa, undermines the authors’ arguments that the violence truly originated from the bottom.

Both Stalin and Hitler reacted to and encouraged shifts in their respective army’s display and direction of violence ((Edele and Geyer, “States of Exception,” 369, 353 )). Do you think that the violence and its unique development actually developed from the bottom? Also, the authors argue that the radicalization of violence actually developed out of a sense of pragmatism. Do you think this pragmatism reinforces or undermines the uniqueness and bottom up movement of the violence?

Conflict of Perceptions: Intentionalists vs. Structuralists

In Nicholas Stargardt’s “The Holocaust” and Ian Kershaw’s “Hitler and the Holocaust”, many different interpretations as to the relationship between Hitler’s personal agenda and the “Final Solution” are presented. The two prevailing modes of thought in regards to Hitler’s influence in the mass extermination of the Jews within these texts are the “intentionalist” perspective and the “structuralist” perspective.

The “intentionalist” thinkers seek to place Hitler as the main fountain from which the anti-Semitic actions of the Nazi regime spilled forth. Intentionalism, also known as “Hitlerism”, assumes that Hitler had always desired and intended the annihilation of the Jews, and that the major policies of the Nazis in regards to the Jewish population was a result of his own aspirations. Structuralists, on the other hand, believe that there was a greater context than just Hitler’s own misgivings about the Jews that led to the eventual implementation of the Final Solution. They claim that it was the “improvised shaping” of Nazi policies towards Jews that led to the ultimate order for their extermination. ((Kershaw, Ian. “Hitler and the Holocaust” in Hitler, the Germans, and the Final Solution, 239.))

There is evidence for both interpretations; Hitler clearly despised Jews, which intentionalists use as support for the idea that individual autonomy can influence the course of history dramatically. On the other hand, historian Hans Mommsen pointed out that Hitler also despised decision making (though in my opinion, this could be used to detach him from all policies of the German state he was not explicitly involved in) and that the Nazi policy towards Jews went through multiple stages and considered several options before arriving at their Final Solution.

There is also a compromise between these two interpretations of history: that the plan to kill the Jews came from Hitler, but only after a long deliberation and this was not his original intent. ((Kershaw, “Hitler and the Holocaust”, 244-5)) This interpretation leans towards the intentionalist approach, however, as it directly involves Hitler whereas structuralists seek to incriminate a much large German participating audience.

A common falsity pointed out in “Hitler and the Holocaust” is that because Hitler made clear his desire for the eradication of the Jews, and because such an episode eventually occurred, many historians draw the conclusion that “Hitler’s expressed ‘intention’ must have caused the destruction”. ((Kershaw, “Hitler and the Holocaust”, 246)) Besides being an egregious oversimplification of the contingency of the Final Solution in a wider historical context, it also ignores vast amounts of evidence that the Nazi government was primarily responding to public demands with their increasingly hostile policies towards the Jews; to say that Hitler was the sole cause of their destruction is to cast away notable events such as the implementation of the Nuremberg Laws and the incorporation of Poland’s three million Jews at a time when the Nazis were attempting to rid the country of them. ((Kershaw, “Hitler and the Holocaust”, 252))

There is also a great deal of research supporting the intentionalist approach. According to Stargardt, Hitler and the Nazis “created an atmosphere in which this was discussable”. ((Stargardt, Nicholas. “The Holocaust” in German History Since 1800London: Arnold, 1997, 349)) However, the evidence presented in this text supports only Hitler’s hatred of Jews and his intent to remove them- not the contingency of the Holocaust on Hitler’s plans.

A particularly striking delineation I found was the attribution of a “traditional notion” of totalitarianism to intentionalists; that society bends to the will of its dictator. This is contrasted with the structuralist concept of the state bowing to the people. This contrast illuminates some of the deeper differences between the two schools of thought. As for myself, the structuralist approach seems to make more sense, as it takes into account the broader implications of the day.

 

Italian Fascism: The Non-Authoritative Dictatorship

In Bosworth’s article “Everyday Mussolinism: Friends, Family, Locality and Violence in Fascist Italy”, ((Bosworth, R. J. B. “Everyday Mussolinism: Friends, Family, Locality and Violence in Fascist Italy.” Contemporary European History 14, no. 1 (February 2005): 23-43. http://www.jstor.org/stable/20081243.)) the pervasive and totalitarian nature of the Italian Fascist regime is brought into question. Bosworth argues that even the Duce himself was aware of how ineffective his government was at implementing policy into change of everyday behavior. An anti-Fascist under current developed and was reoccurring without being institutionally controlled. ((Bosworth, Everyday Mussolinism, 28)) By examining multiple individual cases and examples, Bosworth successfully shows the multitude of ways the Italian public found opportunities to undermine Mussolini’s supposedly complete system of statist control. His view of the limited forcefulness of Fascism is summarized as, “a fragile influence, an ideology and a system which could readily enough be evaded. Its announced intention radically and permanently to change the Italian present, past and future was a long way from realization.” ((Bosworth, Everyday Mussolinism, 27)) Bosworth admits that the historiography in the field of the ordinary life of citizens under Italian Fascism is limited. He cites the works of Stalinist historian Fitzpatrick and Nazi historian Peukert as examples of quality writing including case studies of day to day existence concerning the Soviet Union and Germany that are not comparably present in Italian historical writing. In more ways than one, Mussolinism comes across as the weakest of the European totalitarian regimes of the 1930s. Especially in comparison with the clear danger present under Nazism and Stalinism, each which utilized a terrorist state police force, surveillance system, and camp system, Fascism seems the gentler of the three in term of prosecution of enemies of the state. In fact, Bosworth presents the Facist regime as so corrupted that it was actually easily manipulated by the populace. In Hitler’s Germany and the Soviet Union, it was completely the opposite, with the public being controlled by the powerful administration.

In all three systems violence, fear, and nationalism was a reoccurring theme. However, the levels of public fear were clearly the lowest in Fascist Italy. In addition, trying to unify a country, as each regime did, while also attempting to create a hyper-controlled state was contradictory to the extreme and eventually led to the downfall of each dictatorship. The majority of the public eventually realized that the government could not be trusted with such highly opposing domestic goals. Bosworth gives the sense that this opinion was highest and most vocally expressed in Italy, where very few people took Fascism seriously and most attempted to carry out their lives and families’ traditions as normally as possible. Although Mussolini hoped to instill a strong, masculine, national Italian public life, his citizens rejected his hopes and emasculated the Fascist regime by retaining their distinct, individual, and regional Italian identities in contradiction with Mussolini’s proposed ‘one Italy’. ((Bosworth, Everday Mussolinism, 41)) If you were a citizen of an oppressive regime, under what circumstances and / or threats would it take for you to change your way of life or beliefs to appease the state?

 

 

The Epiphenomenon Of Fascism

Fascist Italy did not experience the same strict adherence by its citizenry to party ideologies like Nazism or Stalinism did. People who claimed they were loyal Fascists remained more indulged in self-serving behaviors than members of the other two regimes. Many accounts of this are given in Bosworth’s Everyday Mussolinism and it leads to speculation. What reasons evoked the ubiquitous corruption under Mussolini’s rule that appears far less prevalent under Hitler and Stalin?

Mussolini’s Fascism has no definitive goal. It mentions expansionism and transformation, but does not mention to what ends. It embraces the struggles of life, but fails to redirect the energy put towards life’s battles towards a unified vision. It has almost no inherently cohesive aspects. Perhaps this lack of unifying elements attributed to Fascism’s failure to overhaul cultural priorities such as communism or Nazism did. It appears Fascism became flexibly subjective depending on who wanted to do what–and claiming to be a member of the Fascist party could be used as justifying explanation for all behaviors, especially ones that affected family.

Corruption manifested as a byproduct of both a lack of common dream and authority. The police forces under Mussolini proved incomparably calm to both the SS and NKVD. The officers could be coerced, and according to Bosworth, acted out of their own self interests rather than the states. Bosworth claims that the evidence against societal dissidents often proved vague and there appeared to be a lack of uniform method of police control.

Comparatively, this type of conspicuous and and counterproductive behavior would have been impossible to carry out under Stalin. Why was there so little corruption and so little fear under Mussolini?
